Prologo Touch Doubletouch Bar Tape

how do the crazy looking end caps work? I got this tape and not sure how to install them as they have some new design - a sleeve goes in with an L shaped channel cut into it. Then the end cap goes in and presumably twists to lock it in, but the end cap swivels so no way to get enough leverage to get it to twist. Weird... probably works awesome but weird. Anyone have any thoughts? thanks
